Achievements as Minister

As a Minister, after 2000, promoted an extensive legislative package to insure the operational framework for the activities in the IT&C domain. He also initiated the digital reform of Romania , with 30 pilot projects for on line services and projects deployed at national level.

Communications

Closed the 19th chapter of negotiations to join the European Union regarding telecommunications by fully adopting the acquis communitaire on the regulatory framework for electronic communications networks and services, including the creation and installation of a regulatory authority (the National Regulatory Authority for Information Technology and Communications) and the establishment of the regulatory principles.
Prepared and finalized the complete liberalization of the communications market in Romania , insuring the necessary environment for the rapid development of the new operators.
The last restrictions in the communications market, referring to voice telephony and supplying leased lines, were lifted beginning with January 1 st 2003, when full liberalization took place. As a consequence, in just one year of liberalized market, more than 1900 companies announced their intention to provide telecommunications services. VoIP, prepaid cards, services for international calls became available on the market, triggering a cut back in tariffs of up to 60%. Alternative local fixed telephony services were launched, all in the benefit of the customers. Promoted the universal service law in order to ensure the access to telecommunications services for all the citizens of Romania.

Information Technology

In March 2001 the Group for Promoting Information Technology was instituted. It functions as a national task force, led by the Prime Minister and having as members another seven Ministers of the Romanian Government, one of them being Minister Dan Nica.
As a Minister, promoted a legislative package that aimed to establish the legal framework for the development of the Information Society services in Romania . Today are in force  Law regarding the electronic signature, Law regarding the payment of local taxes using electronic means, Law regarding public acquisitions through electronic means, Law on electronic commerce, Law regarding cyber-crime, Law 161/2003 regarding the measures to ensure the transparency in exercising the public dignities, functions as well as in the business environment, which comprises a whole chapter dedicated to the digital reform in Romania: Title II - „Transparency through electronic means in providing public information and services” establishes the national e-Government portal.
While Minister, he also promoted a legislative norm, which provides total tax exemption f of the incomes of the employees of the private companies having the activity object classified into CAEN 7220 (computer programs creation). As a result, in about a year, the personnel employed in this sector increased with an average of 40%. The brain drain for the companies applying the tax exemption decreased during this period from 15% to 2% and were registered numerous cases of Romanian specialists who chose to come back to Romania and started working in the country.

Projects deployed at national level

The National Electronic System is a governmental one-stop-shop portal that provides forms for download and on line services, launched at the end of September 2003

  • The first stage of the „desk reform” - any Romanian citizen will be able to access the Internet, from home or other public place, even from the office, for interacting with the administration
  • Online services are available, starting with the ones dedicated to the companies and to the electronic collection system of statistical data - e-statistica.ro
  • Over 200 administrative forms available for download
  • The number of services, forms, institutions and beneficiaries is to be extended progressively through Governmental decisions
  • The only European eGovernment application which received the World Summit on the Information Society (WSIS) Award in 2003

The Electronic System for Public Acquisitions demonstrated it can lead to important savings in public spending, as well as to an increase in transparency for public acquisitions and a decrease of corruption in this sector.

  • It was launched on March 4 th, 2002 , with 159 public authorities using the system, for 7 categories of goods . The system was based on a pilot project developed in 2001.
  • Present: 1000 governmental agencies and some thousands providers use the system; there are 80 categories of goods involved, comprising thousands of individual products
  • It was used for organizing complex tenders for some national programs
  • Ongoing process of extension to allow more types of transactions to be carried out using the system, including the payment through electronic means
  • Results at the end of 2 years: Euro 70 million savings and over 250 000 closed transactions

The Electronic System for Allocating International Transport Authorizations insures the transparent management of transport authorizations granted by the state.

  • Launched on November 3rd , 2003
  • Over 1800 transport operators have digital certificates for authentication
  • Over 200 000 authorizations were allocated electronically in the first semester of 2004
  • It simplifies and accelerates the process of obtaining an authorization, while keeping the entire process transparent for the public

The Electronic Voting System was used as a pilot project for the national referendum on amending the Constitution in Romania , by the military and police forces on official missions in Iraq , Afghanistan, Bosnia – Herzegovina and Kosovo.

  • Over 1600 persons voted electronically
  • The presence registered to the vote was 97%
  • The use of the system insured savings of up to 60,000 Euro for the public budget


International events

Romania hosted in 2002 the Pan European Regional Ministerial Conference in preparation of the World Summit on the Information Society

The Pan European Regional Ministerial Conference in preparation of the World Summit on the Information Society took place in Bucharest, Romania , between 7 and 9 November 2002 . The Conference organized in Romania proved to be a success due to the consistent contribution of all the 1500 participants from the 55 member states of UNECE.

The conference in Romania was more than just a regional debate about information society, it was an open forum, allowing the enhancement of the regional cooperation on common interest issues, involving equally the governments, the international organizations, civil society and business community.
The Bucharest Declaration, signed on this occasion, will represent the Pan European region's position at the World Summit on the Information Society, promoting themes concerning securing access to information and knowledge, promoting universal access at affordable cost, linguistic diversity and cultural identity, developing human capacity through education and training, setting up an enabling environment - including legal, regulatory and policy frameworks, building confidence and security in the use of ITCs and addressing by common efforts the global issues.

Romania hosts UPU Congress in 2004

The Director General of the Universal Postal Union, Thomas E. Leavey, and the Minister of Communications and Information Technology of Romania, Dan Nica, signed, on June 20 th 2003, two agreements to formalize the organization of the 23rd UPU Congress in Bucharest in 2004.  

1500 representatives from 189 countries will be in Bucharest for 3 weeks, between 15 th of September and 5 th of October, and we'll have thus the chance to present to all these participants an image of Romania as a modern country, well- integrated in the XXI century. It is worth mentioning that after 20 years, the Congress of the Universal Postal Union will be held in a European Country (after Hamburg , in 1984). It is also, the first time when an Eastern European country will host such an important event .” stated Mr. Nica.

By holding the Congress in Bucharest , the first time the event is held in Eastern Europe , Romania is highlighting its presence on the world stage. I am certain that the country will greatly benefit from the experience as it prepares to join the European Union in 2007. It is a long-standing tradition in the UPU to identify, for history, the Congress with the name of the city in which it is held. Many years from now, people will speak of the Bucharest Congress in the same way they now speak of the Vienna Congress, the Washington Congress, or the Beijing Congress .” said Thomas E. Leavey, UPU Director.

As the Congress host, The Romanian Post will chair, for the next five years, the UPU's Council of Administration immediately following the Congress. The Council of Administration ensures the continuity of the UPU's work between Congresses supervises its activities and studies regulatory, administrative, legislative and legal issues. The Universal Postal Congress is the supreme authority of the UPU and brings together plenipotentiaries of all member countries. Although the main function of the Congress is legislative, it has in recent years focused much of its attention on strategic and broad political issues.
